DRAFT (Land only)

Drafts a percentage of civilians into military service. 

  DR[aft] [<percentage>]
          [<criteria>]

  Where:  <percentage> = percentage of civilians to be drafted.
          <criteria> = Detailed description of a set of sectors.
                       The criteria is enclosed in parenthesis.
                       See HELP CRITERIA for more details.
Draft will prompt you for the percentage if you don't supply it. All sectors will have the specified percentage of civilians drafted unless criteria is used. Civilians are drafted into the military for a lifetime hitch. 
Examples:  DR 50  (Will draft 50% of all civilians in all sectors)
           DR 10 (C>200) Will draft 10% of the civilians in
                         sectors containing more than 200 civilians.
