RADIO (Land or Sea)

 
Allows you to talk publicly with other nations.  Nations
on a different RADIO frequency will be unable to hear your
conversation.

  R[ADIO]  [<message>]

  Where:  <message> = any string of displayable characters to
                      be transmitted to other active players on
                      your radio channel.

Note: Incoming radion transmissions will be prefixed with:

[ RADIO TRAFFIC ]

Example (prefixed with a "U[sers]" report:
